Originally
established under the Economic Opportunity Act of 1964 known as
America’s War on Poverty, the Oakland Community Action Partnership
(OCAP) Administering Board has been committed to fighting poverty
for over 30 years. The OCAP Board supports programs and services
that address the needs of Oakland’s low-income residents
and remove the barriers that prevent low income communities from
achieving self-sufficiency.
The 15 member OCAP Board serves as the oversight
body to the OCAP program while the City Council
serves as the governing body. OCAP Board members
are elected and appointed based on requirements
established by CAP’s federal regulations.
