Question: What type of expectation exists around job retention for a project which will prepare youth for employment? How can we reliably track progress (i.e. earning a high school diploma) if we are targeting a population that may not comply with rules? Is the (above) suggested outcome realistic for a one-year contract if we deal with teens of different years in high school?

The outcomes listed in the Program Strategies document are only suggestions; you may use some, all, or none of them. You know your program best, and it will be up to you to propose outcomes that make sense. You will need to suggest realistic outcomes for your program. Your proposal will be rated in part on how realistic the goals are.
