What type of expectation exists around job retention for a project which will prepare youth for employment? How can we reliably track progress (i.e. earning a high school diploma) if we are targeting a population that may not comply with rules? Is the (above) suggested outcome realistic for a one-year contract if we deal with teens of different years in high school?
