What is required by the City of Oakland to negotiate a contract?
  • IRS Letter of Non-Profit Status, dated within the last 2 years
  • Current City of Oakland Business Tax Certificate
  • General liability, auto, and Worker's Compensation endorsements for $1million each
  • Additional ensured endorsment for the City of Oakland
  • ADA Compliance Declaration
  • Compliance with the Living Wage Ordinance
  • Equal Benefits Ordinance certification
  • Campaign Contribution Form
  • Nuclear Free Zone Disclosure
Is this a new fund? Community Action Partnerships and Agencies are not new. The first CAA's were established in 1964, and helped establish Head Start programs in many communities. This year you may be hearing about OCAP funding for the first time because our Board of Directors decided to make a broad announcement of our RFP, as opposed to years past when much of the funds went to City of Oakland internal grantees.
In the match column of my budget, should I enter only secured funds, or should I include both secured and pending funds? Include both secured funds and funds pending award. In your budget narrative, indicate which funds are secured and pending.
How do you select the proposals that will be funded?

City staff reviews all proposals for completeness. Complete proposals are reviewed and ranked by an Advisory Panel of community volunteers. The OCAP Board of Directors Program Planning and Funding committee reviews the recommendations of the Advisory Panel and passes their recommendations to the OCAP Board of Directors Executive Committee. The Executive Committee submits its funding decsisions to the OCAP full Board of Directors for adoption.

The OCAP Board of Directors has 15 members and comprises elected Development District representatives, City Councilmember seats, and private sector representatives.
