City of Oakland Home
Adults & Families
We are committed to “Strengthening Children, Youth and their Families” by providing program services that improve the health, safety and quality of life for Oakland’s children and youth.

Our programs foster early childhood development and education, family support and young children’s readiness for school through teamwork with parents, staff and community partners. A holistic approach integrates health, nutrition, early literacy, parenting education, adult literacy, mental health services for low-income children and their families.

Even Start Family Literacy Program

Even Start is a comprehensive family literacy program that provides family-centered educational programs to improve children’s academic success and increase their parent’s educational and economic opportunities. Even Start has three locations citywide and serves families with children up to age seven.

Homeless

This program(s) provides housing and services to people in Oakland who are homeless, hungry, HIV/AIDS positive, or living on extremely low incomes. Services include: Emergency Housing Program, Winter Relief Program, Emergency Winter Shelter, Homeless Mobile Outreach Program, Housing Opportunities for Persons with AIDS (HOPWA), and more.

Hunger

The program provides brown bag distributions and food for hot meal programs and sponsors special events each year, such as the Annual Thanksgiving Dinner and the Annual Spring Egg Hunt. The special events are funded almost entirely through donations and volunteer efforts coordinated by staff.

Measure Y

Measure Y seeks to improve public safety by offering hope, support and accountability to at-risk juveniles and young adults in the Oakland community.

Linkages

Linkages connects disabled adults (18 years and older) and frail older adults to community-based programs, enabling them to remain living in the community rather than in nursing homes. Information and referral services are provided to clients and other Oakland residents.

Oakland Paratransit for the Elderly and Disabled (OPED)

OPED offers paratransit services to residents of Oakland and Piedmont who cannot access public transportation and are age 70 and older, or 18 and older with a mobility disability. Taxis and wheelchair-lift vans provide transit to medical appointments, shopping and other activities.
